一、認(ren)真開展“三對標、一規劃”專項行動
1.扎實做(zuo)好(hao)三個對(dui)標(biao)。按照(zhao)部(bu)(bu)(bu)(bu)黨組統(tong)一部(bu)(bu)(bu)(bu)署(shu),深入學(xue)習習近(jin)(jin)平總書記(ji)在省(sheng)部(bu)(bu)(bu)(bu)級主要(yao)領導(dao)干部(bu)(bu)(bu)(bu)學(xue)習貫(guan)徹黨的十九屆五(wu)中全會(hui)精(jing)神(shen)專(zhuan)題研討班(ban)上的重要(yao)講(jiang)(jiang)話(hua)精(jing)神(shen),認真(zhen)學(xue)習習近(jin)(jin)平總書記(ji)“十六(liu)字”治水(shui)思路和(he)治水(shui)工(gong)作重要(yao)講(jiang)(jiang)話(hua)指示(shi)批示(shi)精(jing)神(shen),認真(zhen)學(xue)習《中共中央關于制(zhi)定國民經濟和(he)社會(hui)發展第(di)十四個五(wu)年(nian)(nian)規劃和(he)二〇三五(wu)年(nian)(nian)遠景目標(biao)的建(jian)議(yi)》(以(yi)下簡(jian)稱(cheng)《建(jian)議(yi)》),扎實做(zuo)好(hao)政(zheng)治對(dui)標(biao)、思路對(dui)標(biao)、任務(wu)對(dui)標(biao),確(que)保巡視整改(gai)政(zheng)治任務(wu)取得實效(xiao),確(que)保中央各項決(jue)策部(bu)(bu)(bu)(bu)署(shu)在水(shui)利工(gong)程建(jian)設(she)領域不(bu)折不(bu)扣落到(dao)實處。
2.科學編制一(yi)個(ge)規劃。在“三對標”基礎上(shang),找準水(shui)利(li)工程建設(she)(she)工作的關(guan)鍵點(dian)和著力點(dian),編制水(shui)利(li)建設(she)(she)領域(yu)落實《建議》的具體(ti)工作計劃,明(ming)確“十四五”期間(jian)水(shui)利(li)建設(she)(she)工作的時間(jian)表、路(lu)線(xian)圖、任務書,推動新(xin)階(jie)段水(shui)利(li)建設(she)(she)高(gao)質量發展開好局(ju)、起好步。
二、加快推(tui)進重(zhong)大水利工程建設
3.加(jia)(jia)快(kuai)工(gong)程實(shi)(shi)施。在做好新冠(guan)肺炎疫情防控工(gong)作(zuo)的基礎上,積極推動(dong)在建重大(da)水利(li)工(gong)程春季復(fu)工(gong)達(da)產。實(shi)(shi)行(xing)清單式管(guan)理,逐(zhu)項(xiang)(xiang)制定實(shi)(shi)施方案,對照(zhao)年度(du)節點目標實(shi)(shi)行(xing)動(dong)態監控、加(jia)(jia)強分析研判,對進度(du)滯后(hou)項(xiang)(xiang)目加(jia)(jia)大(da)督促力度(du),對嚴重滯后(hou)的項(xiang)(xiang)目實(shi)(shi)施重點督導和(he)掛牌督辦。
4.加(jia)強組織(zhi)協調。理(li)順和完善(shan)管(guan)理(li)體制,壓實(shi)項目(mu)法人對工程(cheng)建(jian)設的(de)(de)(de)(de)首要責(ze)(ze)(ze)任(ren),落實(shi)地方政府的(de)(de)(de)(de)屬(shu)地管(guan)理(li)責(ze)(ze)(ze)任(ren)和主管(guan)部(bu)門的(de)(de)(de)(de)監督(du)指導(dao)責(ze)(ze)(ze)任(ren)。指導(dao)各地加(jia)強前期工作(zuo)、施工準備、建(jian)設實(shi)施、投產驗收等各階段(duan)的(de)(de)(de)(de)統籌協調和有機銜接(jie),及時解決制約工程(cheng)建(jian)設的(de)(de)(de)(de)突(tu)出問題。加(jia)強對大藤峽(xia)等重點項目(mu)建(jian)設的(de)(de)(de)(de)協調指導(dao),保障工程(cheng)順利(li)實(shi)施。
5.強化驗收工(gong)(gong)作。督促指導各(ge)地建立已完(wan)工(gong)(gong)重大(da)水(shui)利(li)工(gong)(gong)程驗收工(gong)(gong)作臺賬,制定(ding)驗收計(ji)劃,落實工(gong)(gong)作責任(ren),逐項推進(jin)、動(dong)態管理(li)、定(ding)期調度、對賬銷號。以建成投產2年以上(shang)的工(gong)(gong)程為(wei)重點,加強現場督辦和技術(shu)指導,力(li)爭2021年完(wan)成15項以上(shang)重大(da)水(shui)利(li)工(gong)(gong)程竣工(gong)(gong)驗收。
三、統籌推進水利(li)薄(bo)弱環(huan)節建設(she)
6.加(jia)(jia)快實施病(bing)險(xian)(xian)水(shui)(shui)(shui)庫(ku)除(chu)險(xian)(xian)加(jia)(jia)固(gu)。督促指導各地建(jian)立病(bing)險(xian)(xian)水(shui)(shui)(shui)庫(ku)除(chu)險(xian)(xian)加(jia)(jia)固(gu)項目臺賬,壓實地方(fang)政府(fu)主體責(ze)任(ren)(ren)和主管部門的監督指導責(ze)任(ren)(ren),嚴格初步(bu)設(she)(she)計方(fang)案的審查批復,加(jia)(jia)強項目建(jian)設(she)(she)過程管控,按期完(wan)(wan)成(cheng)水(shui)(shui)(shui)庫(ku)除(chu)險(xian)(xian)加(jia)(jia)固(gu)年度建(jian)設(she)(she)任(ren)(ren)務。繼(ji)續開展小型水(shui)(shui)(shui)庫(ku)除(chu)險(xian)(xian)加(jia)(jia)固(gu)攻堅行動,完(wan)(wan)成(cheng)歷次規劃存在(zai)遺(yi)留問題(ti)項目的年度竣工驗收目標任(ren)(ren)務。
7.深入推進中小河流(liu)(liu)治理。督(du)促指導各地及時分解下達年度建設(she)資金,加強項目建設(she)管理,確保完成(cheng)年度治理任務。按照“治理一條、見效一條”目標,推進整(zheng)河流(liu)(liu)治理、分年度實施的(de)治理模(mo)式。
8.加強(qiang)中小型水(shui)庫建(jian)設(she)。督促有關地區(qu)限期完成(cheng)中型水(shui)庫建(jian)設(she)管(guan)理專項(xiang)整頓問題整改(gai),鞏固擴(kuo)大專項(xiang)整頓成(cheng)果。突出監督檢查發現問題的督辦整改(gai),推(tui)進水(shui)利基層管(guan)理能(neng)力建(jian)設(she),加強(qiang)對中小型水(shui)庫建(jian)設(she)項(xiang)目的監督指導,促進項(xiang)目規范有序(xu)實施。
四、扎實做好水利(li)建設質量管理工作
9.強(qiang)化工程建設(she)質(zhi)(zhi)量(liang)(liang)(liang)(liang)監管(guan)。督促指(zhi)導各方(fang)主(zhu)體全(quan)面(mian)落實工程質(zhi)(zhi)量(liang)(liang)(liang)(liang)責(ze)(ze)任,加(jia)強(qiang)工程建設(she)全(quan)過程質(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)控,落實工程質(zhi)(zhi)量(liang)(liang)(liang)(liang)終身責(ze)(ze)任制。以建設(she)管(guan)理薄(bo)弱、質(zhi)(zhi)量(liang)(liang)(liang)(liang)問(wen)題突(tu)出的地區和項目為(wei)重點,加(jia)大督促整(zheng)改和監管(guan)力(li)度,及時(shi)排(pai)查、消除質(zhi)(zhi)量(liang)(liang)(liang)(liang)安(an)全(quan)隱患。加(jia)強(qiang)工程質(zhi)(zhi)量(liang)(liang)(liang)(liang)投訴(su)問(wen)題的調查處理,嚴(yan)格責(ze)(ze)任追究。督促做好在建工程安(an)全(quan)度汛工作。
10.加強水(shui)利(li)行業質(zhi)量(liang)(liang)管理(li)。充(chong)分發揮(hui)質(zhi)量(liang)(liang)工作(zuo)考核(he)的(de)示范引領和指揮(hui)棒作(zuo)用(yong),進一步完善質(zhi)量(liang)(liang)工作(zuo)考核(he)標準,改進考核(he)方式(shi),推動地方水(shui)行政主(zhu)管部門(men)提升質(zhi)量(liang)(liang)監管能力水(shui)平。進一步健全水(shui)利(li)工程質(zhi)量(liang)(liang)管理(li)制度標準體系(xi)。推動開展質(zhi)量(liang)(liang)創(chuang)優、文明工地創(chuang)建(jian)等活(huo)動,發揮(hui)示范引領作(zuo)用(yong),激勵水(shui)利(li)建(jian)設市場主(zhu)體提高質(zhi)量(liang)(liang)意(yi)識、爭創(chuang)優質(zhi)工程。探索(suo)質(zhi)量(liang)(liang)工作(zuo)幫(bang)扶機制,鼓勵質(zhi)量(liang)(liang)管理(li)先進地區對相(xiang)對落(luo)后地區的(de)業務幫(bang)扶。
11.開(kai)展(zhan)水(shui)利建(jian)設質(zhi)量(liang)提升(sheng)(sheng)行動。對(dui)水(shui)利建(jian)設質(zhi)量(liang)管理(li)工(gong)作深入(ru)調研,梳理(li)和分析(xi)質(zhi)量(liang)管理(li)中存在的(de)問題。以問題為導向,開(kai)展(zhan)水(shui)利建(jian)設質(zhi)量(liang)提升(sheng)(sheng)行動,針對(dui)質(zhi)量(liang)責任(ren)不(bu)落(luo)實(shi)、檢驗(yan)驗(yan)收程(cheng)序(xu)不(bu)規范、工(gong)程(cheng)資料不(bu)真實(shi)等突出(chu)問題,開(kai)展(zhan)專項整治(zhi),推(tui)動水(shui)利建(jian)設質(zhi)量(liang)管理(li)水(shui)平提升(sheng)(sheng)取(qu)得(de)顯著成(cheng)效。
五、切實維護水(shui)利建設市(shi)場(chang)秩(zhi)序
12.加強水利(li)建(jian)設(she)(she)市場準入(ru)管(guan)理。修改水利(li)工(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)監(jian)(jian)理和質(zhi)量(liang)檢測單位資質(zhi)管(guan)理辦法(fa),做好年度行政(zheng)許可工(gong)(gong)作。制定(ding)注冊(ce)造價工(gong)(gong)程(cheng)(cheng)師和注冊(ce)監(jian)(jian)理工(gong)(gong)程(cheng)(cheng)師(水利(li)工(gong)(gong)程(cheng)(cheng))管(guan)理辦法(fa),開(kai)發建(jian)設(she)(she)注冊(ce)信(xin)息管(guan)理平臺,研(yan)究制定(ding)水利(li)工(gong)(gong)程(cheng)(cheng)質(zhi)量(liang)檢測員職業資格(ge)制度。
13.完(wan)善(shan)水(shui)利(li)建設(she)(she)市場信(xin)(xin)用(yong)體系。修改水(shui)利(li)建設(she)(she)市場主體信(xin)(xin)用(yong)信(xin)(xin)息管(guan)(guan)理(li)辦法相(xiang)關(guan)條款(kuan),進一步完(wan)善(shan)失(shi)信(xin)(xin)約束制(zhi)度,構(gou)建誠信(xin)(xin)建設(she)(she)長(chang)效(xiao)機制(zhi)。督促省級水(shui)行(xing)政(zheng)主管(guan)(guan)部門切實履行(xing)本地區信(xin)(xin)用(yong)監管(guan)(guan)主體責(ze)任。進一步加強信(xin)(xin)用(yong)評(ping)(ping)價工(gong)作監督管(guan)(guan)理(li),指(zhi)導信(xin)(xin)用(yong)評(ping)(ping)價機構(gou)細化公開(kai)信(xin)(xin)用(yong)評(ping)(ping)價標準、建立健(jian)全(quan)問題(ti)線索(suo)和投訴舉報處理(li)制(zhi)度,加大信(xin)(xin)用(yong)評(ping)(ping)價結果(guo)隨機抽樣核查力度。
14.強(qiang)化(hua)水利(li)建(jian)設市場行為監管(guan)。進一步規范水利(li)工(gong)程(cheng)建(jian)設監理和(he)甲級質(zhi)量檢測單位“雙隨機、一公開(kai)”抽(chou)查(cha)工(gong)作,開(kai)發應(ying)用執(zhi)法檢查(cha)系(xi)統。加(jia)強(qiang)水利(li)建(jian)設項目招投標(biao)活動抽(chou)查(cha)檢查(cha),嚴厲打擊(ji)違法違規行為,做好投訴(su)舉報和(he)信訪等問題線索督查(cha)督辦。開(kai)展水利(li)建(jian)設領域根(gen)治欠薪專項行動,確(que)保欠薪案件動態清(qing)零,加(jia)快健全(quan)源頭治理機制。
六、大力(li)推動水利建設改革創新
15.加(jia)(jia)快(kuai)制(zhi)度建(jian)(jian)設(she)和(he)標準化工(gong)(gong)(gong)作。推動出臺《水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程建(jian)(jian)設(she)項目(mu)驗收管(guan)(guan)理(li)規(gui)(gui)(gui)(gui)定(ding)》和(he)《水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程建(jian)(jian)設(she)監理(li)規(gui)(gui)(gui)(gui)定(ding)》,加(jia)(jia)快(kuai)制(zhi)(修(xiu))訂《水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程建(jian)(jian)設(she)項目(mu)招(zhao)標投標管(guan)(guan)理(li)規(gui)(gui)(gui)(gui)定(ding)》《水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程質量管(guan)(guan)理(li)規(gui)(gui)(gui)(gui)定(ding)》和(he)《水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程造價管(guan)(guan)理(li)規(gui)(gui)(gui)(gui)定(ding)》,組(zu)織開展水(shui)(shui)(shui)利(li)(li)(li)工(gong)(gong)(gong)程項目(mu)管(guan)(guan)理(li)政策(ce)研(yan)究(jiu),加(jia)(jia)強水(shui)(shui)(shui)利(li)(li)(li)建(jian)(jian)設(she)項目(mu)法人管(guan)(guan)理(li)指導意見宣傳貫徹。優化水(shui)(shui)(shui)利(li)(li)(li)建(jian)(jian)設(she)技術標準體(ti)系,制(zhi)定(ding)《水(shui)(shui)(shui)利(li)(li)(li)水(shui)(shui)(shui)電工(gong)(gong)(gong)程施工(gong)(gong)(gong)與(yu)驗收通用規(gui)(gui)(gui)(gui)范(fan)》等(deng)強制(zhi)性標準,修(xiu)訂水(shui)(shui)(shui)利(li)(li)(li)水(shui)(shui)(shui)電建(jian)(jian)設(she)工(gong)(gong)(gong)程驗收規(gui)(gui)(gui)(gui)程等(deng)標準,配合有關規(gui)(gui)(gui)(gui)章(zhang)制(zhi)度及時頒(ban)布實施。
16.深化建(jian)(jian)設管理(li)(li)體制改革。加強調(diao)查研究(jiu),積(ji)極(ji)做好頂層設計,及時總(zong)(zong)結推廣地方(fang)(fang)(fang)先進適用的(de)經(jing)驗做法,加快解決各地水利建(jian)(jian)設發展不平衡不充(chong)分(fen)的(de)問題。積(ji)極(ji)有序推行代(dai)建(jian)(jian)、項(xiang)目(mu)管理(li)(li)總(zong)(zong)承包、工程總(zong)(zong)承包等方(fang)(fang)(fang)式(shi),研究(jiu)出(chu)臺(tai)政策措(cuo)施,培育(yu)發展市場主體,明確各方(fang)(fang)(fang)職責權益。積(ji)極(ji)穩妥推進資質(zhi)管理(li)(li)制度改革。研究(jiu)創新電子招(zhao)投標監(jian)管方(fang)(fang)(fang)式(shi)。
17.推動(dong)水(shui)(shui)(shui)(shui)(shui)利(li)建(jian)設(she)(she)科技(ji)進(jin)步。以(yi)重(zhong)大水(shui)(shui)(shui)(shui)(shui)利(li)工程(cheng)建(jian)設(she)(she)為重(zhong)要(yao)載體,以(yi)推介宣傳(chuan)、政策標(biao)準(zhun)制(zhi)定(ding)等為主要(yao)手段,加大水(shui)(shui)(shui)(shui)(shui)利(li)建(jian)設(she)(she)科技(ji)成果公開(kai)力度,促進(jin)科技(ji)成果轉化應用(yong)。積(ji)極推進(jin)建(jian)筑信息(xi)模型(xing)(BIM)等技(ji)術在水(shui)(shui)(shui)(shui)(shui)利(li)建(jian)設(she)(she)項(xiang)目管(guan)理和市場監管(guan)全(quan)過程(cheng)的集成應用(yong),不斷提高水(shui)(shui)(shui)(shui)(shui)利(li)建(jian)設(she)(she)信息(xi)化水(shui)(shui)(shui)(shui)(shui)平。鼓勵(li)綠(lv)色建(jian)造(zao)(zao)方式、建(jian)造(zao)(zao)工業(ye)化等領域的科技(ji)創(chuang)新,助推水(shui)(shui)(shui)(shui)(shui)利(li)建(jian)設(she)(she)全(quan)面轉型(xing)升(sheng)級。
七、進一步(bu)做好水利援藏和鄉村振興水利建設工作
18.扎(zha)實做好(hao)水(shui)(shui)利(li)(li)援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)。深入學習貫徹中央第七次西(xi)藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)座談會精神和新時代黨的治藏(zang)(zang)方略(lve),編制(zhi)完成水(shui)(shui)利(li)(li)部“十(shi)四(si)五”援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)規劃。組織水(shui)(shui)利(li)(li)援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)專題調研,召開第十(shi)次水(shui)(shui)利(li)(li)部援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)會議,總結“十(shi)三五”水(shui)(shui)利(li)(li)援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)經驗成效,部署“十(shi)四(si)五”援藏(zang)(zang)工(gong)(gong)作(zuo)(zuo)。
19.全面做好鄉村振興(xing)水(shui)利(li)建(jian)(jian)設工作。鞏固拓展脫貧攻(gong)堅成(cheng)果,有效銜接鄉村振興(xing)戰略,繼續(xu)支持貧困地區重(zhong)大(da)水(shui)利(li)工程(cheng)、病險水(shui)庫除(chu)險加(jia)固、中小型(xing)水(shui)庫、中小河流(liu)治理等項目建(jian)(jian)設,加(jia)強協(xie)調指導,如期完成(cheng)年(nian)度建(jian)(jian)設任(ren)務。
